Jeff Dixon

President

A senior executive with 30 years of maritime experience, Jeff Dixon was named President of TOTE Services in January 2019. In this role, Jeff leads a team that oversees a fleet of more than 25 vessels, including the world’s first LNG-fueled containerships, the nation’s first LNG bunkering barge, and numerous Military Sealift Command and U.S. Maritime Administration (MARAD) vessels operating around the world.

TOTE Services has grown significantly under Jeff’s leadership, particularly in new construction, where he has been instrumental in defining and implementing the Vessel Construction Manager framework. In 2019, TOTE Services was awarded a $1.5 billion five-ship contract from MARAD to manage the construction of a new class of vessel, the National Security Multi-Mission Vessel (NSMV), which provides world-class training for America’s future mariners.

Before to his promotion to President, Jeff was Vice President overseeing the Government and Commercial portfolio. He joined TOTE Services following a 27-year career with the U.S. Coast Guard, service as Commander, Sector Jacksonville.

Jeff serves on the boards of directors for the National Cargo Bureau and United Seaman’s Services and as a trustee of the Coast Guard Foundation. He is a graduate of the Coast Guard Academy in New London, Connecticut, and holds a Bachelor of Science in management and economics and a Master’s in Public Administration from George Washington University in Washington, D.C. Jeff and his wife, Julie, reside in Jacksonville, Florida, and have three children.

Jeff Vogel

Vice President of Legal

Jeff Vogel is a legal expert with a national reputation in the areas of regulatory compliance, maritime law and government contracts. As Vice President of Legal, he is responsible for legal strategy and oversight of TOTE Services’ government affairs. He is based in Washington, D.C. and plays a key role in aligning company operations with evolving industry regulations and federal policy.

Jeff began his career in federal service at the U.S. Maritime Administration (MARAD) and later worked as outside counsel for TOTE Services, helping create and negotiate the National Security Multi-Mission Vessel (NSMV) program contracts. Before joining TOTE Services in May 2025, he was a shareholder and co-chair of the Government Contracts Practice Group at Cozen O’Connor, where he advised clients on all aspects of maritime law and government procurement. His decades-long experience in maritime law and government relations uniquely positions him to support TOTE Services’ leadership in advancing U.S. shipbuilding and maritime operational initiatives critical to national infrastructure and economic resilience.

Jeff earned a Juris Doctor from the University of Miami School of Law. He holds master’s degrees from the United States Naval War College and the University of Miami Rosenstiel School of Marine and Atmospheric Science, as well as a Bachelor of Arts in political science and economics from the University of Maryland.

Chris Clark

Vice President of New Construction

Chris Clark is the Vice President of New Construction at TOTE Services, overseeing the company’s vessel construction and technical services portfolio. A naval architect and University of Michigan graduate, Chris has more than 20 years of maritime experience in government and commercial shipbuilding. He has spent his career overseeing all phases of vessel construction while driving innovation and efficiency.

Since joining TOTE Services in 2020, Chris has played a pivotal role in growing the Vessel Construction Manager program, starting as Program Manager overseeing National Security Multi-Mission Vessel (NSMV) construction. He continues to provide strategic leadership for this and other major shipbuilding initiatives, using his expertise to help deliver some of the nation’s most successful government shipbuilding programs.

Before joining TOTE Services, Chris led several new-build programs for a major Jones Act operator in the United States, overseeing all aspects of vessel construction, including project management, vendor relations, regulatory compliance, quality control and budget oversight. Earlier in his career, he supported vessel design and engineering at Naval Sea Systems Command (NAVSEA 05) in Washington, D.C., and Trinity Yachts, LLC in Gulfport, Mississippi.

Chris continues to drive innovation in shipbuilding and government contracting with the goal of strengthening the domestic shipbuilding industry to support the execution of complex maritime projects. He is based in Philadelphia.

Dan Toscano

Vice President of HSQE and Designated Person Ashore

Dan Toscano brings over 25 years of experience to his role in leading health, safety, quality and environmental (HSQE) initiatives. His team works to build and foster a world class-safety culture by creating proactive campaigns, implementing the safety management system, frequently engaging with mariners and staff and ensuring compliance goals are reached.

Dan joined TOTE Services in 2017 as a Fleet Port Captain and has held positions of increasing responsibility, including Director of Safety Operations for TOTE Maritime Puerto Rico. He was named Vice President of HSQE in 2024.

A graduate of the State University of New York Maritime College, Dan’s maritime career has included sailing positions with the Military Sealift Command and deepwater drill ships in the oil and gas industry, and shore-based positions surveying for National Cargo Bureau and stevedoring for container operations. He maintains his U.S. Coast Guard Master’s License.

Dan earned his MBA from the Coggin School of Business at the University of North Florida. He resides in Jacksonville, Florida, and supports the local charity Dreams Come True and the Northeast Florida Harbor Safety Committee.

JP Marcantonio

Vice President of Marine Operations

JP Marcantonio joined the TOTE Services team in 2019 and currently serves as Vice President for Marine Operations in Jacksonville, Florida. He oversees ship management for the TOTE Maritime Marlin class vessels serving the Puerto Rico trade. The Marlin class vessels are the world’s first LNG-powered container ships.

JP was responsible for the formation of the LNG Operations Team for North America’s first LNG bunker barge, CLEAN JACKSONVILLE. That effort has expanded to include management of the LNG bunker ATB Clean Everglades.

Before joining TOTE Services, JP served as a transportation officer in the United States Army. He also worked at Foss Maritime, a TOTE Services sister company within the Saltchuk family of companies. During more than 13 years at Foss, he directed maritime operations including harbor services, bunker barging, offshore mooring support and regional towing. JP also served as Foss’ Designated Person Ashore and was responsible for establishing the programs and culture that drove the company towards Goal Zero (zero lost time injuries and zero spills to water).

JP graduated from the U.S. Merchant Marine Academy in Kings Point N.Y., with dual degrees in marine transportation and marine Engineering, and earned an MBA from the University of Washington.

Phil Morrell

Vice President of Marine Operations

Phil Morrell has 43 years of maritime experience spanning shipbuilding, ship repair, technical management and terminal operations. In his role as Vice President of Marine Operations, he is responsible for cost, schedule and vessel management for TOTE Alaska’s Orca class vessels.

Phil previously oversaw Tacoma and Anchorage terminal operations and led the Orca class dual fuel (LNG) conversion, managing cost, schedule and budget, as well as technical execution. Before joining TOTE Services in 2002, he held a variety of positions with shipping companies in the United States and internationally.

Phil is a graduate of the University of Oregon and serves on the Washington State Board of Pilotage, the board of directors of the Washington State Emergency Rescue Tug Vessel, the board of directors of the Washington State Maritime Cooperative and the board of directors of the Chadux Network.

Tanya Mauro

Controller

As the Business Unit Controller for TOTE Services, Tanya Mauro leads all aspects of the company’s financial strategy, performance, reporting and long-range business planning, as well as controller and audit operations.

Tanya joined the company in 2022, bringing executive leadership experience gained as Chief Financial Officer for three different companies, including a civil underground contractor and a private mortgage banking firm. She has held a variety of finance positions throughout her career.

Tanya is a U.S. Navy veteran of Operation Desert Storm. She holds a degree in business administration from Jacksonville University. She is active in the philanthropic community and served for 12 years on the nonprofit board of the Oceanway Tsunamis. She has also been active with Chapter 1 of the Disabled American Veterans, and supports multiple charitable organizations, including Catholic Charities St. Augustine, the Boy Scouts and Girl Scouts of America, Dreams Come True of Jacksonville, and St. Jude Children’s Research Hospital.

Dan Uhlir

Director of Human Resources

Dan Uhlir joined TOTE Services in 2022 as Director of Human Resources (HR) responsible for both shoreside and fleetwide HR operations, including oversight of marine vessel crewing.

He has more than 30 years of experience in personnel management and has held roles in military, government consulting, business partnerships, labor relations and safety. Prior to joining TOTE Services, Dan led HR and people relations operations at one of 3M’s largest manufacturing facilities.

Dan is a U.S. Navy veteran who served more than 20 years on active duty as both an enlisted sailor and an officer. He spent many years at sea aboard multiple classes of vessels and qualified as a Surface Warfare Officer, Officer of the Deck (Underway) and Battle Watch Captain. He is a graduate of the Maritime Staff Officers Course at the Naval War College.

Dan holds a bachelor’s degree in workforce education and training development from Southern Illinois University-Carbondale and a master’s degree in organizational management and development (sustainable leadership) from Fielding Graduate School. Dan and his wife, Theresa, live in Ponte Vedra, Florida, and have three children.

Eunice Cadorette-Young

Director of Labor Relations

Eunice Cadorette Young has served as Director of Labor Relations since 2022, strengthening the company’s partnerships with maritime labor unions. She joined TOTE Services following a nine-year career as a licensed deck officer sailing aboard a variety of vessel classes.

Since coming ashore, she has held several positions at TOTE Services, including Director of Ship Management and Port Captain. She sailed for two years abord the SBX-1, a radar platform managed by TOTE Services on behalf of the U.S. government.

Between sailing assignments, Eunice worked for an environmental emergency response company where she gained experience developing oil spill contingency plans.

Eunice is a graduate of the Massachusetts Maritime Academy.

Hayden Roberts

Director of Business Development

Hayden Roberts leads strategic initiatives across vessel construction, ship management, and vessel ownership solutions. As Director of Business Development, he works to expand the company’s footprint while delivering safe, reliable, and commercially disciplined solutions for customers facing complex maritime challenges. He also oversees the company’s marketing and contracting departments, aligning TOTE Services’ commercial strategy, brand positioning and contracting activities to support growth.

Hayden began his career with TOTE Services in 2016 as a shipboard deck officer on vessels trading between the U.S. East Coast and Europe. He advanced to Fleet Port Captain, leading vessel operations and regulatory compliance. His experience at sea and ashore, combined with a commercial mindset, ensures that TOTE Services projects are technically sound and commercially viable.

Hayden holds an MBA from the University of Florida’s Warrington College of Business and a Bachelor of Science in marine transportation from the U.S. Merchant Marine Academy in Kings Point, N.Y. He holds a U.S. Coast Guard license as Master of Unlimited Tonnage Vessels Upon Oceans. A native of Atlantic Beach, Florida, he lives in Jacksonville with his wife and daughter.

Jennifer Blakeslee

Director of Business Systems Support

As Director of Business Systems Support, Jennifer Blakeslee oversees critical functions such as supply chain management and technology integration. She joined TOTE Services in 2024 following a distinguished career with the U.S. Navy.

As a naval officer, Jennifer completed several sea tours, including service as Commander, Naval Surface Squadron Fourteen, where she was responsible for 10 Arleigh Burke-class destroyers and command of USS THE SULLIVANS (DDG-68). Her deployments supported Operation Enduring Freedom, Operation Iraqi Freedom, Operation Inherent Resolve, the Global War or Terror and Operation Enduring Freedom-Philippines.

Jennifer earned numerous awards for her service, including the Legion of Merit, Defense Meritorious Service Medal, Joint Commendation Medal and Navy and Marine Corps Commendation Medal. She holds a Master of Arts in organizational management from George Washington University and a Bachelor of Arts from Virginia Tech.
