Proving the Value of a Vessel Construction Manager (VCM) for Government Shipbuilding

The NSMV program has set a new standard for shipbuilding and demonstrated the value of a Vessel Construction Manager (VCM) in providing financial and schedule stability. The next-generation fleet is the result of a strategic partnership with TOTE Services as the VCM overseeing shipbuilding for the U.S. Department of Transportation Maritime Administration (MARAD).

MARAD selected TOTE Services to manage construction of a fleet of five state-of-the-art training ships for state maritime academies. We have shown our ability to deliver complex vessels, with budget and schedule discipline, to exacting standards. Every ship meets stringent national and international safety standards, ensuring readiness for any mission.

An Innovative Platform with Flexible Capabilities

The NSMV ships provide state-of-the-art training facilities for the state maritime academies in New York, Massachusetts, Maine, Texas and California. In addition to providing world-class training for America’s future mariners, the NSMVs are designed to support humanitarian assistance and disaster relief missions.

The NSMV program highlights the depth of expertise and operational strength TOTE Services brings to delivering complex vessels. The purpose-built ships strengthen the future of maritime education, enhance our national security and support humanitarian efforts.

Each NSMV features:

  •  Space for up to 600 cadets to train in a first-rate maritime academic environment at sea.
  •  Numerous instructional spaces.
  •  A full training bridge and navigation lab.
  •  Roll-on/roll-off ramp and container storage capabilities.
  •  Modern hospital facilities and a helicopter pad.

Building and Delivering the NSMV Fleet

All five NSMV keels were laid over just 39 months. TOTE Services conducted a competitive process to select a U.S. shipyard to best meet the project needs and deployed an on-site team of experts to coordinate the design, build, inspection and delivery of each vessel.

We have achieved a per-vessel price approximately 70% lower than the original government estimate, all while maintaining construction speed and vessel quality. All five vessels will be delivered within six years of the contract award.

Training a New Generation of U.S. Mariners

Each NSMV provides state maritime academy cadets with an innovative learning environment at sea. These institutions graduate more than half of the nation’s new merchant marine officers each year, helping set the global standard for maritime training.

The NSMV program addresses a critical shortage of qualified officers needed to crew government- and commercially owned sealift ships. Merchant mariners play a vital role in keeping the U.S. economy thriving. Many of these mariners also support national security by crewing military sealift vessels.

A Critical Asset for Emergency Response

Beyond providing a training platform, these vessels are built to support national emergencies and humanitarian crises. The NSMV design enables rapid deployment and flexible cargo handling, allowing the ships to quickly transport critical supplies and personnel during emergency missions.

The ships are equipped with modern hospital facilities, a helicopter landing pad, roll-on/roll-off ramp, and container storage. Each NSMV has the ability to accommodate up to 1,000 people in times of humanitarian need.
