TOTE Services Delivers Third National Security Multi-Mission Vessel (NSMV), the State of Maine

The program uses commercial partners to streamline government shipbuilding.

PHILADELPHIA (March 5, 2026) — TOTE Services LLC, together with Hanwha Philly Shipyard, Inc., has completed the third of five National Security Multi-Mission Vessels, the State of Maine. Today the vessel was delivered to the U.S. Department of Transportation-Maritime Administration (MARAD) and will be homeported at Maine Maritime Academy.

The State of Maine will be repositioned to Portland, Maine next month for an official arrival ceremony and formal handover of the vessel to Maine Maritime Academy.  Cadets and faculty members will embark on the vessel’s inaugural Sea Term, scheduled to begin in May 2026.  

The NSMVs are complex, purpose-built training ships that provide modern educational platforms for our nation’s state maritime academies. In addition to supporting maritime education, the vessels are designed to provide surge capacity for humanitarian assistance and disaster relief missions when called upon.

As the Vessel Construction Manager (VCM), TOTE Services is responsible for overseeing the design, construction, delivery, and warranty phases of the project – using commercial best practices to deliver ships for the government on schedule and within budget.
