Frank Pierce

Director of Ship Management – MARAD

Frank Pierce supports ship management for the U.S. Maritime Administration (MARAD) fleet and directs a team of maritime professionals focused on vessel readiness, reliability, lifecycle support and operational execution.

Frank joined TOTE Services in 2019 as part of the Vessel Construction Management team, supporting the company’s industry-leading commercial approach to government vessel construction. Frank transitioned to MARAD Operations in 2023, bringing decades of shipboard engineering, acquisition, sustainment and operational leadership experience to the program.

Prior to joining TOTE Services, Frank served as a career U.S. Coast Guard engineer and cutterman, including assignments as Product Line Manager for the Medium Endurance Cutter fleet, Commanding Officer of the Response Boat–Medium Project Resident Office and engineering leader aboard multiple Pacific fleet cutters. His Coast Guard service included fisheries and counter-drug enforcement missions, patrol boat maintenance leadership across the Pacific Area of Responsibility, and commissioning and delivery of CGC STRATTON, the Coast Guard’s third National Security Cutter.

Frank earned a Bachelor of Science in mechanical engineering from the U.S. Coast Guard Academy and a Master of Science in mechanical engineering from the Naval Postgraduate School in Monterey, California. A native of Las Vegas, Nevada, Frank now provides west coast customer response coverage and contingency operations for TOTE Services from his office in Tucson, Arizona.
