Jeff Vogel serves as Vice President of Legal for TOTE Services, where he is responsible for legal strategy and oversight of the organization’s government affairs. Based in Washington, DC, Vogel plays a key role in aligning TOTE Services’ operations with evolving industry regulations and federal policy.
Prior to joining TOTE Services in May 2025, Vogel was a Shareholder and Co-Chair of the Government Contracts Practice Group at Cozen O’Connor, advising clients on all aspects of maritime law and government procurement. His decades-long experience in maritime law and government relations uniquely positions him to support TOTE Services’ leadership in advancing U.S. shipbuilding and maritime operational initiatives critical to national infrastructure and economic resilience.
Vogel earned his Juris Doctor from the University of Miami School of Law and holds Masters degrees from the United States Naval War College and the University of Miami Rosenstiel School of Marine and Atmospheric Science and a Bachelor of Arts in political science and economics from the University of Maryland.
